​Each coalition brings a deep understanding of its region, backed by our shared knowledge, expertise, networks, and experience. Through close coordination and collaboration, we deliver unified, streamlined support to stakeholders by responding to opportunities, meeting emerging needs, and driving clean transportation forward across New York.

Olivia Arnone

Olivia Arnone has 17 years of experience in the non-profit sector. She oversees GRCC's operations and leads strategic planning, marketing and communications, and education and outreach programs.

Barry Carr

Barry Carr​ has spent his career advancing clean transportation by working with utilities, governments, and fleets on transitioning to alternative fuels. He serves on multiple advocacy boards and advisory committees, and has received national recognition, including a Lifetime Achievement Award from the Transport Project and the US DOE’s Hall of Fame Award.

Joy Gardner

With has over 15 years of experience working for a variety of social impact campaigns, in just six years, ECC stakeholders have displaced over 70 million GGEs and Gardner’s leadership has helped multiply the coalition’s impact. In 2024, she was inducted into the CC&C Hall of Fame, recognized for their commitment and contributions to advancing alt fuels in the region.

Rita D. Ebert

Rita Ebert​ facilitates and coordinates the efforts of more than 400 stakeholders on Long Island. Her coalition has helped to direct millions of dollars to implementing alternative fuels and stations in her region. She has also made substantial contributions to the national Clean Cities partnership by serving on the coordinator’s council.  Rita was named Northeast Region Clean Cities Coordinator of the Year in 2009.

Craig Jackson​

Craig Jackson​ became the Clean Communities Coalition Director in 2012. Craig's role as coordinator is to assure that local partnerships are built to reduce petroleum use in transportation.

Adam Mc Carvill

Adam Mc Carvill ​is currently a Transportation Planner at the Capital Region Transportation Council where he will act as the new Director of the Capital District Clean Communities Coalition. His bachelor’s degree in Environmental Design, Policy, and Planning goes hand in hand with his excitement about career opportunities to contribute to and drive sustainable projects for the built environment throughout the country.
